award.****Five (5) years direct experience at NRO
required***POSITION OVERVIEWThe Action Officer provides Director's
Action Group (DAG) support in accordance with organization/office
polices, regulations and procedures. The Action Officer directs and
oversees the receipt, tasking, tracking and closure of all internal
and external tasks. The Action Officer manages the actions tracking
system. The Action Officer establishes and maintains effective
working relationships with customers and other stakeholders if the
Directorate/Office both internally and externally.DUTIES AND
RESPONSIBILITIES (ESSENTIAL FUNCTIONS)The selected Senior candidate
shall
- Lead, develop and streamline DAG support functions
- Identify internal and external issue that may impact the NRO
and take appropriate action as provide by the US government
- Draft, consolidate, coordinate and edit executive-level
documentation to ensure consistency with organizational strategic
objectives; apply an in depth knowledge and understanding of DoD/IC
issues, policies, programs and procedures affecting the NRO
- Make recommendations and prepare briefings, point papers and
other materials based on analysis of complex policy issues and
documents
- Participate in external committees, IPT, working groups and
task forces
- Ensure critical information is disseminated to internal and
external agencies including the Office of Secretary of Defense,
Office of the Director of National Intelligence (ODNI) and mission
partner equivalent offices
- Perform and maintain DAG support functions to include
recognition programs, training, security
- Manage NRO Tracking Information and Enterprise Response (TIER)
actions for supported office
- Analyze and assign or perform actions as appropriate
- Coordinate responses and assess for accuracy prior to senior
management review
- Manage and execute the action tracking process; develop
standard operating procedures and serve as facilitator for user
requirements
- Monitor progress on actions, generate metrics to demonstrate
accountability for meeting deadlines and quality expectations;
prepare periodic reports on action status and keep leadership aware
of late, pending and new actions
- Disseminate policy and legislative changes to appropriate
parties internal to the NRO
- Draft, proofread, edit and provide final review of internal and
external correspondence
- Develop and maintain presentations for audiences up to the NRO
level; maintain a quality control process for all
presentations
- Participate in DAG-related meetings
- Participate in internal committees, Integrated Process Teams
(IPT), working groups and task forces
- Manage records generated during the execution of the
Directorates' projects and programs in accordance with Federal laws
and regulations, as well as NRO Directives and Instructions.JOB
REQUIREMENTS AND QUALIFICATIONS Education
- Required: Bachelor's Degree in a Technical or Business related
discipline
- Desired: Master Degree in a Technical or Business related
disciplineEducation and Experience
- Ten (10) Years relevant work experience in IC or DoD with five
(5) years at the NRO and Bachelor's degree in any discipline
required. Direct experience at NRO and Advanced degree(s)
preferred.Specialized Knowledge/Skills Requirements
- Demonstrated experience in one or more of the following areas:
federal acquisitions, Department of Defense (DoD)/Intelligence
Community (IC) budget & finance process, and National Security
policy
- Demonstrated experience in systems engineering, project or
program management or both
- Ability to understand and write in a systems engineering
technical language
- Demonstrated experience with protocol and precedence:
NRO/IC/DoD structure, regulations, directives, and policies
- Knowledge of NRO/IC/DoD organizational structure, mission,
vision, culture, values, philosophy, and operating principles
- Experience working with senior executives at multiple
organizational levels
- In-depth knowledge and understanding of DoD/IC issues,
policies, programs and procedures affecting NRO and its
mission
- Proficient in the use of Microsoft Office and standard computer
applications
- Skill to adapt to a rapidly changing work environment while
maintaining flexibility and versatility
- Demonstrated experience working independently, anticipating and
adapting to changing mission requirements and priorities, and
managing multiple tasks with minimal guidance
- Ability to communicate effectively and concisely using a
variety of styles and technique appropriate to the audience
- Ability to analyze situations and make well informed
decisions
- Detail-oriented
- Ability to participate productively as a contributing member in
a team environment
- Strong interpersonal skillsOn September 24, 2021, the U.S.
