USIT helps clients solve challenging IT problems by leveraging industry best practices and our in-depth technical expertise Title: Task Order Project Manager - Mid-Level - PMP- (Portfolio) - (Remote work from home) The consultant must be in the DC Metro area. * Employment Status - Contingent on Contract Award 1099 Independent Contractor- Part-Time (less than 30 hours per week) Must have an Active US DoD Clearance. -Must possess IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC) at time of proposal submission. New Position- Part-Time (less than 30 hours per week) Start- August 15, 2018 This position is to support our Proposal effort on this project with USIT. Part-Time (less than 30 hours per week) Task Order Project Manager - Mid-Level (5 to 10 years of experience) Compensation -- - DOE * Length of Contract- 3 years * DLA J62F Enterprise Financial Management Portfolio Technical and Analytical Support * Education Requirements BS, BA, or four (4) additional years of related experience. Product or Professional Certifications Required Must have Project Management certification (i.e. Project Management Professional (PMP) Certification, other recognized certification, etc.) plus five (5) years relevant experience and 5 years of leadership experience with progressively higher responsibility in the public and/or private sector in the IT and/or consulting fields. DLA; TOPM; DOD Program Acquisition ACAT III level; IT development; PMI; DOD IT program lifecycle; DOD acquisition policies and regulations; Position: Part-Time (less than 30 hours per week) * Serves as the Task Order Manager for a large, complex task order (or a group of task orders affecting the same system) and shall assist the Program Manager in working with the Government Contracting Officer (KO), the task order-level Task Order Managers, Government management personnel and customer agency representatives. * Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner. Minimum Requirement: * Must have Project Management certification (i.e. Project Management Professional (PMP) Certification, other recognized certification, etc.) plus five (5) years relevant experience and 5 years of leadership experience with progressively higher responsibility in the public and/or private sector in the IT and/or consulting fields. Minimum Education: BS, BA, or four (4) additional years of related experience. Position Responsibilities / Duties / Tasks and Notes (what will they be required to do) Project Scope and Purpose: The Enterprise Financial and Human Resources Management Portfolio requires Portfolio and Program technical and analytical support. The Portfolio's primary objective is to support Defense Logistics Agency (DLA), Defense Finance and Accounting Services (DFAS), Office of Personnel Management (OPM), and Office of the Secretary of Defense (OSD) efforts to develop and automate various business processes and systems. The portfolio is responsible for the development of several acquisition programs across the entire acquisition life cycle. The portfolio manages the development activities for technology software/hardware design as well as network connections and Cyber Security requirements for various business systems. The Portfolio includes, but is not limited to, the following Programs with Acquisition Category (ACAT) designations as applicable: a) Human Resource Applications (HR Apps) / Learning Management System (LMS) / Employee Activity Guide for Labor Entry (EAGLE) Program: i) HR Apps: Family of systems including Department of Defense (DoD), OPM, and DLA developed applications used to provide Enterprise Human Resources services across DoD and DLA serviced organizations. ii) LMS: Commercial-Off-The-Shelf enterprise tool for total HR management of DLA Employee training needs - from individual development planning and course offerings to tracking and reporting. iii) EAGLE: DLA's time and attendance and workload tracking system used to collect data for analysis, planning, costing, reporting and preparation of DLA civilian time and attendance for payroll. b) Small Financial Applications Programs (SFA): i) DLA Distribution J8 Financial Website and Financial Operations Information Technology: Web portal used to provide the user community with custom reporting solutions and On-Line Transaction Processing (OLTP) capabilities to support the warfighter. Web-based application used to manage DLA's IT investments in accordance with DLA and DoD policies and guidelines, by providing a single accountable record for all IT investments. ii) Enterprise Secure Data Repository (SDR): Project to develop a secure data repository for the Director of General Counsel to provide DLA users who most frequently handle PII with a friendly secure data repository that has required security controls and data protection functions; continuously monitor non-secure, unauthorized, and un-auditable storage areas for PII using DLP technology. iii) Enterprise Budget Formulation System (EBFS): Project which will provide the capability to properly manage internal controls and security measures that are necessary to meet audit readiness, standards and compliance. iv) Decision Lens: A cloud-based solution that will provide a more efficient process for identifying, prioritizing, analyzing, and measuring which investments, projects, and resources will deliver the highest returns for DLA. c) (Optional) Governance, Risk and Compliance (GRC): Risk Management: A central, organized enterprise-wide system managing GRC-related information. The scope of this PWS encompasses all activities necessary to provide experienced off-site and periodic on-site management support services for the Portfolio Manager and PMO staff as required. This support shall consist of, but is not limited to, the following areas: o Portfolio/Program/Project Management o Configuration Management o Analytical Services o Financial/Budget/Cost Management o Enterprise Architecture/ Compliance o Systems Engineering (SE)/ Compliance o Enterprise Data Strategy/ Compliance o Test and Documentation o Cyber Security o Risk Management o Schedule Management The contractor shall develop/write, assist in revising, coordinate reviews, review, adjudicate comments, maintain, modify, staff, and submit for acceptance Acquisition Documentation Packages to include, but not limited to, the following in support of life cycle requirements per DoD 5000 and as applicable to each Program: a) Acquisition Strategies; b) Business Case Analysis; c) Business Process Reengineering Plans; d) Analyses of Alternatives; e) Economic Analysis; f) Test and Evaluation Strategy; g) Acquisition Program Baseline; h) Information Assurance Strategies; i) Information Support Plans; j) Communications Plans; k) Configuration Management Plans; l) Change Management Proposals; m) Performance Work Statements/Statements of Work/Statement of Objectives; n) Work Breakdown Schedules; o) Service Level Agreements and related documentation; p) Cost and Financial Management documentation; q) Data Management Strategy; r) Risk Management activities; s) System Engineering activities,documentation, and reviews including System Designs and Architecture products; t) Investment Review Board certification activities; u) Integrated Master Schedule (IMS); v) Milestone Decision Briefings; w) Major Acquisition Life Cycle Review Briefings; x) Testing and Evaluation Master Plan (TEMP) The activities surrounding the development of these Acquisition Documentation Packages include designing to prototype, pilot and fully operational system as well as maintenance and sustainment for Programs remaining in the Portfolio post-deployment. Tasks shall include supporting the development of internal project management activities and resulting deliverables including review and analysis of development contractor's system processes and deliverables. The contractor shall provide specific analytic support required to identify and resolve program issues impacting each Program as required. This activity includes, but is not limited to, analyzing program requirements, developing solutions to ensure a sustained level of support, and assisting with the implementation of any necessary business rules and system changes. The contractor shall also support the Portfolio PMOs across the acquisition life cycle and make any recommendations on how to more effectively transition to sustainment to include lessons learned. The contractor shall also provide experienced Portfolio, Program, and Project Management support services for Portfolio Manager and assigned Program Managers. Support client in preparing for reviews to include, but not be limited to: a) Milestone reviews; b) In-Progress Reviews (IPRs); c) Integrated Product Team (IPT) meetings; d) Department of Defense-Inspector General (DOD-IG) reviews; e) Internal and External Audits; f) System Engineering Reviews Support client in reporting to various DLA, DOD, and Federal entities, to include, but not limited to: a) Other DLA J-codes; b) The Military Services; c) Office of the Secretary of Defense; d) Office of Management and Budget; e) Gov
