Job Description:
Description SUMMARY The Talent Management Manager assists with
the design, and leads the development, and implementation of the
talent agenda for the Company. The Talent Management Manager
partners with Business and HR Leaders to understand business
objectives and needs and identify, develop and deliver talent
management initiatives to the organization. The Talent Management
Manager will be responsible for managing and executing efforts
related to recruiting and onboarding, learning and development,
engagement, performance management, DEIB, and succession planning.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Manage the day-to-day operational needs of ongoing programs related
to recruiting and onboarding, learning and development, engagement,
performance management, DEIB, and succession planning. Partner with
Business and HR Leaders to understand urgent needs and support
their teams in moving a variety of projects, programs, and
initiatives forward. Lead talent acquisition and be responsible for
continuous improvement of the function, including best practices
and implementing new approaches. Manages a team to include
assigning and monitoring workload, goal setting and professional
development. Supports the annual preparation of affirmative action
plan and ensures compliance with federal, state and local laws as
they relate to recruitment. Deliver effective communications via
emails, calls, IMs, and presentations to stakeholders, leaders, and
project teams. Develop and deliver a variety of communications,
training materials, tools, and resources for HR and the broader
organization to support implementation of programs and processes.
Ensure that talent management and performance management
initiatives are focused and aligned on improving operational and
program efficiencies and effectiveness. Develops, coordinates and
facilitates select training programs to employees. Supports
employee engagement through the development and delivery employee
engagement surveys as well as area-based solutions indicated as a
result of surveys. Manages content for the learning management
system (LMS) and ensures access to material, troubleshoots, and
manages course offerings. Manages learning management system (LMS)
administration and support. Designs, develops, and implements the
organizational learning plan, assessing organizational needs and
developing appropriate content and programs.
Triage learning management and performance management system
issues, research and provide resolution. Assists with various
research projects and/or special projects. Performs other related
duties as required.
SUPERVISORY RESPONSIBILITIES
Responsible for supervising a team including a Training Specialist
and three recruiters.

interpersonal skills. Must be proficient in Microsoft Office (Word,
Excel, PowerPoint, and Outlook). Project management and execution
skills. Strong business and HR acumen, including strong creative
problem-solving skills, critical thinking, and analysis. Strong
attention to detail and discretion. Strong internal and external
customer service focus. Maintain confidentiality at all times. Work
independently and proactively with minimal supervision. High level
of accountability and ownership of responsibilities.
EDUCATION and/or EXPERIENCE
Minimum of 5 years of recruiting and onboarding, learning and
development, employee engagement, performance management, and
succession planning experience. Minimum of 1 year of HR generalist
experience. Advanced Excel Skills (e.g., formulas, pivot tables,
v-lookups, macros). Advanced PowerPoint Skills. Experience with
talent assessments (MBTI, Hogan, etc.) preferred. Experience and
formal training in instructional design preferred. Bachelor's
degree in Human Resources Management or related field required.
This position will be expected to be in the Herndon office and
travel to other locations as needed.
