Job DescriptionDescription:Project Details:The U.S. House of
Representatives (House) creates and supports the website and
applications for hundreds of Members, Committees and Leadership
(MCL) offices.The web services team maintains an application to
facilitate the appropriation submission.The appropriation
submission cycle coincides yearly with the president's budget and
the member offices submitting requests to the sub committees
requesting the budget.This is a highly visible application which is
active for roughly 2-3 months yearly.The requirements are highly
volatile therefore needing a new rebuild with as much flexibility
built in.Yearly the submissions collected during the time the
application is active is around 100k.The House is seeking a
Mid-Level .NET Developer/Architect contractor for the House Web
Services team to architect and rebuild the Appropriation Submission
application.The ideal candidate should have 5-7 years of .NET/ .NET
Core Development experience.The candidate should be well-versed in
overall SDLC, MS solution stack including its application security
and containerization and KubernetesGENERAL RESPONSIBILITIES 1. The
contractor personnel will be required to work 40 hours per week.
The normal work hours are 9 am to 5:30 pm, Monday through Friday,
with a half hour for lunch.2. Work effectively and collaboratively
with Web Systems colleagues on assigned projects and activities.3.
Maintain professional relationships with customers, management,
colleagues and deliver high-quality customer service.SPECIFIC
RESPONSIBILITIES 1. The candidate must have knowledge and
experience architecting a solution from the ground up given user
requirements,2. Design and develop scalable .NET web applications -
especially as user needs change or evolve,3. Create system
documentation and standard operating procedures for enterprise
development,4. Design, develop and maintain .NET Core containers in
the House datacenter and AWS EKS/Azure AKS environments,5.
Collaborate with the team in translating user stories and
requirements into functional quality code, Request for Task Order
Proposal (RFTOP)6. Contribute in identifying critical dependencies
and gaps, solving technical challenges and implementing new
enhancements,7. Support the deployment process, including review of
logs for errors after code deployment to all environments,8.
Collaborate with project managers and other team members to design
and estimate timeline for the solutions,9. Follow best practices
for version control (GIT), Continuous Integration and Delivery
(CI/CD) and development management of the system,10. Work with and
include other .NET developers on the team into the design,
development, deployment process with continuous knowledge
transfer,11. Define and develop methods to ensure robust system
monitoring for troubleshooting and system sustainment needs.MINIMUM
QUALIFICATIONS SPECIFIC QUALIFICATIONS1. Bachelor's Degree in
Computer Science or related field,2. Minimum 5 years' experience in
developing and using the .NET framework leveraging newer
technologies like .NET Core and ASP.NET Identity,3. Minimum 7 years
of experience developing Web Applications,4. Knowledge of cloud
foundation principles and standards,5. Minimum 2 years of
experience working with containers and Kubernetes,6. Experience
with automation and configuration management (Puppet, Chef,
Ansible),7. Proficiency in Linux/Windows administration, 6.8.
Experience with reporting tools provided within the .NET realm,9.
Knowledge working with object relational mapping framework,10.
Experience with Visual Studio workflows and web services,11.
Knowledge and experience with Agile and Test-Driven development
methodologies,12. Experience integrating Active Directory
authentication in the applications,13. Excellent communication
skills (oral and written),14. Development experience in Web
front-end new technologies like Angular and or React, Request for
Task Order Proposal (RFTOP) Document No. WS21-01215. Working
knowledge of Git,16. Expert Level SQL Knowledge,17. Self-starter
and ability to work as part of team.
