For more information on the array of benefits programs, please visit https://www.intelligencecareers.gov/nga/ngabenefits.html Position Summary ASSIGNMENT DESCRIPTION: Maritime Analysts acquire, analyze, compile, and disseminate maritime safety information to populate and update nautical databases, charts, and publications. They also promulgate worldwide navigational warnings, provide quality assurance for maritime products, generate mission-specific datasets, and respond to queries from the users of products and foreign hydrographic offices. These duties fulfill NGA's Maritime Safety Office obligations under U.S. Code Title 10, Federal and international laws, regulations, and national security. Additional Position Info ADDITIONAL INFORMATION: GEOINT Analysts (Maritime) work cooperatively with their counterparts in the National Ocean Service, the Naval Oceanographic Office, the U.S. Coast Guard, contractor partners, and nearly all foreign hydrographic offices around the world to provide support for the worldwide navigation of mariners and submariners. Analysts must be knowledgeable in navigation principles, standard navigation calculations including performing range and bearing and datum conversions, and be comfortable operating in a digital environment using GIS software. Maritime Analysts perform moderately complex assignments to acquire, analyze, compile, and disseminate maritime safety information to populate and update nautical databases, charts, and publications. These analysts also disseminate worldwide navigational warnings, provide quality assurance for maritime products, and generate moderately complex mission-specific datasets. They also develop responses for review to queries from the users of products and foreign hydrographic offices. They are responsible for sharing expertise across the team to ensure the timely updates of maritime products with new changes. Maritime Analysts: * Analyze, compile and disseminate worldwide safety of navigation data independently to support statutory and international requirements * Promogulate worldwide navigational warnings for shared awareness of global maritime activities conducting in maritime waterways * Develop responses to internal and external customer inquiries * Apply methods and practices to provide quality assurance for standard and non-standard maritime products and data sets and promote information sharing. OTHER REQUIREMENTS: Assigned duties may include serving a rotation as a Maritime World Wide Navigation Warning Service (WWNWS) 24X7 watch stander where some shift work is required with weekend and Holiday shifts. Occasional travel may be required. Mandatory Qualification Reqs MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online applications must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: * Demonstrated experience interpreting nautical charts and publications and/or utilizing an Electronic Charting & Display Information System (ECDIS) using Electronic Nautical Chart (ENC) or Digital Nautical Chart (DNC). * Proven ability to communicate ongoing work and findings to leadership and others through written, visual, and spoken reports and briefings. * Demonstrated ability to apply critical thinking to problem identification, analysis and resolution on challenging issues. EDUCATION REQUIREMENT: A. Education: Graduation with a Bachelor's degree from an accredited state or federal maritime academy, the U.S. Naval Academy, or the U.S. Coast Guard Academy -OR- Bachelor's degree from an accredited college or university with a degree in Astronomy, Cartography, Engineering, Geography, Mathematics, Meteorology, Navigation, Physics, or other subjects related to marine navigation and operations. Education must include successful completion of U.S Merchant Marine Third Mate's License requirements from the U.S. Coast Guard National Maritime Center. -OR- C. Experience: A minimum of 4 years of experience as a crew member aboard U.S. commercial or military vessels while serving in a navigational capacity. Experience must include Officer of the Deck Underway Qualifications from the U.S. Military or proficiency in multiple navigation modalities (celestial, electronic, visual, radar, piloting, voyage planning, etc.) using NGA or NOAA navigation products. -AND- LICENSES/CERTIFICATIONS: U.S Merchant Marine Deck License credentials issued by the U.S. Coast Guard National Maritime Center; or specific navigation designations/qualifications, which include but are not limited to, Officer of the Deck (OOD) Underway, Navigator (NAV), Assistant Navigator (ANAV), Military Occupational Specialty (MOS) Marine Deck Officer (880A1), and Quartermaster of the Watch (QMOW). br/> PHYSICAL REQUIREMENT: Distinguish principal colors and shades/hues of principal colors; Near visual acuity of 20/20 or better with or without corrective lenses; Far visual acuity of 20/60 or better binocular with or without corrective lenses. Highly Desired Skills QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: * Demonstrated knowledge of basic database management techniques to include building, maintaining and/or manipulating data in Geographic Information Systems (GIS). * Demonstrated knowledge of hydrography, bathymetry and trigonometry. * Demonstrated knowledge of the Global Maritime Distress and Safety System (GMDSS) and the World Wide Navigational Warning Service (WWNWS). * Applying knowledge of the NGA's Maritime Safety Office and understanding how it supports the needs and requirements of the Department of Defense (DoD) and Intelligence Community (IC). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices. This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Additional Job Requirements You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs. Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
