Responsibilities Noblis ESI is seeking a Project Subject Matter Expert for their Chantilly location. Provide Systems Engineering Technical Assistance (SETA) to the PM/COTR: -The Project Subject Matter Expert will serve as program support to the Program Manager (PM) with responsibility for technical knowledge of the assigned groups and programs/projects - Coordinate, generate and review program status reports, technical reviews, technical and programmatic responses, and associated documentation to assist the PM/COTR in responding to internal and external actions, reporting, and requests for informative documentation -Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, and PMRs to ensure development contractors are meeting program requirements and schedule -Lead Agile training and familiarization across GED and stakeholders -Serve as technical expert in their assigned area -Support the PM in multiple areas which include program management, acquisition support, analytic support, technical analysis, user requirement management/development, architecture, and customer outreach and support -Other responsibilities include administrative and technical support to the Government leadership team, internal cross tower coordination, external mission partners and other DoD/IC customers Client Engagement -- Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.-- Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions Qualifications -Bachelor's degree in Business, Science, Technology, Engineering, or Mathematics -Five (5) years of overall related work experience with minimum of 4 years--- experience working with the DoD and the IC -Ability to facilitate commonality within Ground mission areas by coordinating programmatic and technical information and docuemntation across organizational boundaries with specific knowledge of SIGINT, GEOINT, MASINT, Multi-INT, OPIR, or ground software platforms or frameworks -Ability to apply and/or mentor program personnel on agile planning, implementation, and reporting -Track and respond to office tasking, build and present program briefings and update project schedules and calendars -Familiarity with project management, scheduling, requirements, and program office functions -Ability to work independently with minimal supervision and perform other duties as assigned -Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously -Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment -Must be able to demonstrate excellent relationship building and management skills -Must be able to travel -Must possess an active TS/SCI security clearance with a Counter-Intelligence PolygraphDesired:-Master---s in Business, Science, Technology, Engineering, or Mathematics -Understanding of DoD and IC collaboration and correspondence processes to include NRO action process known as TIER -Certification in SAFe agile or similar processes; able to lead agile training of government, SETA contractor and FFRDC personnel -Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents -Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers -Ability to build and present technical briefings and reports with specific knowledge of SIGINT, GEOINT, MASINT, Multi-INT, OPIR, software frameworks or devops -6 years of project management, systems engineering, or architecture experience in industry or DOD/IC community Acquisition Project Management Glad Overview Noblis and our wholly owned subsidiary, Noblis ESI, tackle the nation's toughest problems and apply advanced solutions to our clients' most critical missions.
