Quadrint is seeking a Contract Support Assistant in the Chantilly, VA area.

The Contract Support Assistant/ Contract Support Negotiator provide administrative contract support. This support shall include, but not limited to, maintaining contract administration data in the contracts and standard NRO financial management systems, maintaining status on contract actions, preparing contractual instruments and related documents, researching contracts, coordinating and distributing
contract invoices, and other administrative contract support as required.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:

  • Develop contract support packages to include research and resolution of payment/invoice discrepancies/issues, research of funds obligation/de-obligation issues, research on procurements, and creation of internal monitoring tools for contract initiation/implementation.
  • Prepare reports and maintain contract files in accordance with all required regulations as directed by the CO, Team Chief or Senior Contracting Officer. These reports may include tracking contractor use of the Government property in support of the resolution of property related issues.
  • Prepare contract award and modifications in accordance with NAM/FAR for CO review/signature in EPX, to include identifying appropriate solicitation and contract clauses.
  • Prepare and submit expired contracts into the contract closeout (i.e., Settlements) process, as well as support and document contract terminations to include calculating contract termination final contract price.
  • Analyze, compute, and track contract payments, support the resolution of payment- related problems and identify indicators of fraud or other legal offenses.
  • Resolve contract issues with CO approval.
  • Prepare contract award and modifications in accordance with NAM/FAR for CO review/signature in EPX, to include identifying appropriate solicitation and contract clauses.
  • Develop, edit, review, and maintain all contractual documentation, such as pre-negotiation and price negotiation memorandums, SOWs, Justifications and Approvals (J&A), acquisition plans, and other acquisition/ contracting documents.
  • Provide contracts advice and guidance to COTR, Budget Officers, and/or Security, to include the analysis of customer requirements and recommendation of the appropriate contract type as well as appropriate contract methodologies that meet all statutory requirements.
  • Collect and analyze relevant market information from Government and non-Government sources in order to identify possible sources; prepare Market research reports.
  • Review and conduct cost/price analysis of contractor proposals and identify when certified cost or pricing data is required.
  • Resolve contract issues with CO approval.
  • Review, evaluate, recommend, and document subcontracting plans, organizational conflict of interest plans, foreign ownership, control or influence situations, international traffic and arms regulation situations, and deviation waivers.
  • Support and document delivery and acceptance of goods and/or services in accordance with the contract.
Security Clearance Requirement:
  • Active/current TS/SCI with Polygraph is required.
Required Qualifications:
  • High School Diploma or GED Equivalent.
  • High School Diploma or GED Equivalent
  • Minimum 5 years of domain experience and at least 2 years experience at the National Reconnaissance Office (NRO), or at least 4 years experience in the Intelligence Community (IC) or Department of Defense (DoD).
Preferred Qualifications:
  • Experience at NRO or within the Intelligence Community a significant plus.
  • Bachelors Degree.
