Responsibilities

Noblis ESI is seeking an Information Technology Project Engineer for their Chantilly location to:

  • Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned projects -Provide system-level maintenance and administration of several C2S based systems on both the test and production environments supporting the Business Intelligence/Customer Relations Management webtool.
  • Provide support of application testing and rollout.
  • Provide end-to-end information assurance support, with responsibilities to develop the body of evidence, STIG applications and perform continuous monitoring activities and remediate vulnerabilities to achieve and maintain the authority to operate (ATO) accreditation through the ICD 503 RMF process.
  • Serve as the alternate COMSEC Responsible Officer with duties to manage and maintain COMSEC cryptographic keys and devices.
  • Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph

Client Engagement

  • Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients' emerging support needs and trends with team members and management. Participate on proposals

Qualifications

Required:

  • Bachelor's degree
  • A minimum of 5 years of experience and a thorough understanding of systems administration best practices
  • Working knowledge of Amazon Web Services/Commercial Cloud Services tools and techniques (EC2, S3), VMWare, Networking (UDP, TCP, routing/switching)
  • Proficiency in Windows, Window Server, and Linux Platforms (RHEL, CENTOS)
  • Applicable certifications (Security+ CE, CASP, CISSP, or equivalent) necessary to be qualified as an IAT II (minimum) Privileged User under the DoD directive 8570 IA Workforce Improvement Program
  • Ability to problem solve in a rapidly changing environment and interface with the customer daily
  • Experience in network access, software and data integration, and test
  • Track and respond to office tasking, build and present program briefings, and update project schedules and calendars
  • Ability to work independently with minimal supervision and perform other duties as assigned
  • Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously
  • Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment
  • Must be able to demonstrate excellent relationship building and management skills
  • Must be able to travel
  • Minimum of 4 years' experience working with the DoD and the IC
  • Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph

Desired:

  • Master's Degree
  • Experience in information assurance and compliance to include working knowledge of the ICD 503 Risk Management Framework (RMF)
  • Working Knowledge of Tenable SecurityCenter (NESSUS), McAfee Enterprise, SPLUNK, Xacta ServiceNow, Confluence tools
  • Basic Understanding of Intelligence Community disciplines (SIGINT, MASINT, GEOINT)
  • Ability to develop, modify and maintain scripts as needed.
  • Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians, and military officers
  • Ability to build and present technical briefings and reports with specific knowledge of collaboration and analysis tools and information technology
