The NRO Cadre is collecting resumes for consideration against
current opportunities for IT Specialists (occupational series 2210)
in the Ground Enterprise Directorate (GED). -GED is the single
National Reconnaissance Office (NRO) entity that acquires and
enhances software for all NRO systems to bring valuable information
to the warfighters, analysts, and policy makers. -We continually
innovate how we develop, deliver, and integrate software to solve
the most challenging intelligence problems while identifying and
defining the future ground architecture. -We use automation, data
analytics and software tools to turn raw mission data into
actionable intelligence by delivering capabilities that optimize
the constellation and deliver mission relevant data to the
IC/DoD.

Who May Apply

What You Will Be Doing - -
Influence and lead acquisitions, to ensure both requirements and
designs address operational needs via requirements reviews,
increment planning sessions, design reviews, increment
demonstrations, etc. - Lead activities with functional specialists,
including contracting, engineering, manufacturing program control,
configuration/data management, test, and logistics and operations
support.
Manage -cost, schedule, and performance of complex contracts to
develop, deliver, and sustain overhead reconnaissance systems,
including spacecraft hardware, ground and communication components,
and mission software applications.
Ensure the end-to-end operational readiness of new satellite
missions, to include successful delivery of all ground systems;
completion of systems test and operational exercises; development
of initial and final operational capability criteria with
stakeholders; and assessment of ability to support launch,
initialization, and operations.
Apply Artificial Intelligence (AI)/Machine Learning (ML) techniques
to optimize overhead collection, operations and data usability.
Collaborate with operational stakeholders both internal and
external to the NRO, to include acquisition offices and mission
partners in support of mission operations.
Manage technical issues and risks to minimize impacts to ensure
mission success while minimizing operational impacts.
Apply modern software development and systems engineering
principles, techniques, services, and practices at the appropriate
level of the architecture to ensure a disciplined approach to
meeting intelligence needs with NRO systems.
Investigate and make recommendations to improve mission operations,
in areas, such as efficiency, availability, resiliency, and
operability. Ensure completion of milestone readiness criteria and
coordination with decision authorities to bring new satellite
missions and ground capabilities into operations.
Opportunity to identify and work on innovative technology solutions
and approaches with real time impact to the existing Ground
Segments.
Mastery of, and skill in applying, most of the following:
interrelationships of multiple IT specialties; the agency's IT
architecture; new IT developments and applications; emerging
technologies and their applications to business processes; IT
security concepts, standards, and methods; project management
principles, methods, and practices, including developing plans and
schedules, estimating resource requirements, defining milestones
and deliverables, monitoring activities, and evaluating and
reporting on accomplishments; and oral and written communication
techniques.
Knowledge of IT systems sufficient to ensure the integration of IT
programs and services; and develop solutions to
integration/interoperability issues; design, develop, and manage
systems that meet current and future business requirements and
apply and extend, enhance, or optimize the existing architecture;
manage assigned projects; communicate complex technical
requirements to non-technical personnel; and prepare and present
briefings to senior
management officials on complex/controversial issues.
Mastery of the principles, methodologies and practices of
computer/application systems development life cycle methodologies
in order to advise on the planning, design, development, testing
and enforcing relevant standards in the systems development process
and the focus of Federal standards initiatives.
Comprehensive knowledge of a wide variety of computation
capabilities and limitations, methods or techniques of systems
analysis, design and programming.
Qualifying experience may have been acquired in any public or
private sector job, but will clearly demonstrate past experience in
the application of the particular competencies/knowledge, skills,
and abilities necessary to successfully perform and is typically in
or directly related to the duties of the position as described
above. Experience must be reflected in your resume.
What You Need
Mastery of and directly applicable experience with advanced IT
principles, concepts, methods, standards, and practices.
Experience developing and interpreting policies, procedures, and
strategies governing the planning and delivery of services
throughout the agency.
Proven ability to provide expert technical advice, guidance, and
recommendations to management and other technical specialists on
critical IT issues;
Significant experience applying new developments to previously
unsolvable problems and make decisions or recommendations that
significantly influence important agency IT policies or
programs.
Proven ability to manage large-scale projects from cradle to grave
to include leading cross functional teams.
Demonstrated experience communicating with high ranking
stakeholders to resolve issues, provide executive briefings and
status updates.
Experience delivering IT products using Agile and lean
methodologies.

Overtime Statement: - MAY be required to work other than normal

2023 salary range for the Washington, DC area:

- - GG-12 $94,199- $122,459
- - GG-13 -$112,015- $145,617
**This position is a full performance level DCIPS position. The NRO
