Job Description:
Responsibilities Noblis ESI is at the fore front providing our
government innovative intelligence solutions to meet worldwide
Intelligence Community and warfighter information needs. What if
you could use your modeling and simulations expertise to support
our Model Based Systems Engineering team to assist the Government
in developing enhanced intelligence capabilities/products. Noblis
ESI is seeking a Model Based Systems Engineer (MBSE) for their
Chantilly location to: -Serve as program support to the government
Program Manager (PM) with responsibility for technical knowledge of
the assigned teams and programs/projects -Provide technical advice
and guidance to senior managers regarding the creation and
implementation of MBSE methods and techniques -Participate in
collaborative meetings between the MBSE users and the tool
development team to communicate modeling needs -Assess engineering
artifacts and develop models of systems and processes using MBSE
tools -Develop modeling methods and management, metamodels,
libraries, patterns, and templates; and coordinate between multiple
engineering disciplines -Define and document policies, procedures,
and guidance to support the transition from legacy systems
engineering to digital engineering -Mentor and support technical
teams in the development of MBSE approaches -Serve as technical
expert in their assigned area -Other responsibilities include
administrative and technical support to the Government leadership
team, internal cross tower coordination, external mission partners
and other DoD/IC customers Qualifications Bachelor's degree
-Experience in Project and Systems Engineering, with emphasis on
Government acquisition in DoD or IC -Capable of achieving an OMG
Certified Systems Modeling Professional (OCSMP) Intermediate
certification -Experience in complex system modeling and design
across a range of enterprise platforms and programs -Experience in
developing model structure and data management principles
-Certified and trained in MBSE and/or system engineering from one
or more professional associations / accredited programs
-Demonstrated experience and expertise working within Systems
Modeling Language (SysML), Unified Modeling Language (UML) or the
equivalent system engineering language -Expertise in one or more
MBSE oriented platforms (e.g., NoMagic CAMEO System Modeler,
Innoslate, IBM's Rational Rhapsody or equivalent) -Analysis of
current processes and practices, identify improvement
opportunities, and implement identified improvements -Ability to
problem solve in a rapidly changing environment and interface with
the customer daily -Track and respond to office tasking, build and
present program briefings, and update project schedules and
calendars -Ability to work independently with minimal supervision
and perform other duties as assigned -Possess excellent writing and
verbal communication skills as well as the ability to manage
multiple customer requests simultaneously -Expected to seek and
assume higher levels of technical responsibility, manage time
effectively across more than one initiative, and apply sound
technical judgment -Must be able to demonstrate excellent
relationship building and management skills -Must possess an active
TS/SCI security clearance with a Counter-Intelligence Polygraph
Junior-Level Bachelors degree in STEM 3 years' experience
Background / knowledge Model Based Systems Engineering (MBSE)
Mid-Level Bachelors degree in STEM 8 years' experience Background /
knowledge Model Based Systems Engineering (MBSE) OCSMP
Certification Level 1 or higher desired (with ability to complete
OCSMP Level 2 or higher) Senior-Level Bachelors degree in STEM 12
years' experience Background / knowledge Model Based Systems
Engineering (MBSE) OCSMP Certification Level 3 desired Desired
-Master's Degree -Experience in transitioning policy, standards,
guidance, methods, dashboards, and training to a digital
engineering environment -Understand how system requirements,
design, analysis, verification and validation activities are
enabled by MBSE across the digital thread (the engineering
lifecycle) -Advanced model-based skills including knowledge and
formation all SysML diagram types and their interaction and
application -Knowledge and experience with JIRA and Confluence
-Experience in the construction and evaluation of Measures of
Effectiveness, Performance and Objective (MOE, MOP, MOO) to align
utility effectiveness and performance of a system, object,
component or initiative, described within a model or simulation
under study or analysis may also be performed -Experience with
software processes/scripts to automate modeling tasks -Experience
in developing and extending system models using existing
requirements, interface documentation, and related design and
systems engineering documents -Experience with data bases,
preferable MySQL or similar -Expertise in mission technical
capabilities and system performance analysis and assessment
-Understanding of digital engineering, agile and DevSecOps
development principles, data science, and/or data visualization
techniques highly desired -Working knowledge of the acquisition
lifecycle -Knowledge of National Ground or Space systems -Certified
in one or more of the following: INCOSE (or DAWIA equivalent), OMG
Certified Systems Modeling Professional (OCSMP), Agile, Project
Management, MBSE -Ability to operate effectively within various
SETA, FFRDC, and Government lines of authority -Excellent
interpersonal skills and the ability to summarize and brief senior
level Government leaders, civilians, and military officers -Be able
to travel Client Engagement - Support and lead evolving business
development efforts by applying technical and functional expertise
to develop business solutions. - Lead proposal sections for small
or limited competition proposals and actively participate in
