Description SECURITY STRATEGIC BUSINESS UNIT -- Company Job Title: Business Development Manager, Protective Services Chenega Job Title: Business Development Manager Clearance: Ability to Obtain a Secret Location: Chantilly, Virginia Reports To: Vice President, Business Development FLSA Status: Exempt, Full Time, Regular Prepared Date: 08/04/2017 Approved Date: 08/04/2017 -- -- -- -- -- -- -- -- -- -- -- -- Summary: This newly created position is responsible for increasing Protective Services market share, and leading capture management as well as marketing efforts in support of overall SSBU business development strategies. The Business Development Manager supports subsidiary leaders in achieving business development goals through lead generation, opportunity capture, pipeline and proposal development, establishing and maintaining favorable customer relationships, and developing definitive competitive advantages. -- Essential Duties and Responsibilities: ( Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position) * Leads SSBU efforts in the research, qualification, capture, risk assessment, proposal development, negotiation, and award of business opportunities that align with SSBU core, developing, and emerging capabilities * Develops and maintains a robust opportunity pipeline in the areas of Protective Services through analysis of agency procurement forecasts, opportunity research, and industry relationships * Maximizes probability of win through the execution of a comprehensive capture plan that includes risk assessment, development of win themes and validated competitive advantages, and price-to-win analysis * Focuses on opportunities that exist within in or that may potentially be procured through the SBA 8(a) Small Disadvantaged Business program. This includes aggressively supporting Government market research efforts, shaping opportunities that meet SSBU pursuit strategies, and marketing the benefits of procuring through the SBA 8(a) program --- including and especially, direct awards.-- * Develops and maintains favorable industry and customer relationships and represents Chenega at procurement-specific, agency, and industry events and conferences * Prepares and presents pipeline presentations, opportunity gate reviews and bid decision briefings to SSBU and subsidiary executives------ * Executes a business development strategy that leverages SSBU competencies, customer and industry/partner relationships, and past performance in ESS products and services * Provides technical writing support to the proposal team in the development and submittal of compliant and winning competitive and sole source proposals---- * Ensures that proposal development and reviews are compliant with internal proposal policies, processes, and practices-- * Plans and manages capture and proposal resources and costs * Maintains opportunity pipeline reporting requirements in SSBU reporting systems * This position is not eligible for regularly scheduled telecommuting or remote work -- Non-Essential Duties: * Other duties as assigned -- Supervisory Responsibilities: * May be required to independently lead teams and ad-hoc proposal work groups including consultants -- Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.) * Extensive and demonstrable experience in the understanding of-- Protective Services for the Federal Government including: * Armed and Unarmed Guard Services, Law Enforcement, Physical Security, Safety, and Security and Law Enforcement Training-- * Bachelor's degree within industry relevant field or equivalent experience -- * Minimum of 5 years--- experience supporting business development activities and providing subject matter expertise in support of proposal efforts * Minimum of 5 years--- experience in the professional security services industry supporting or performing on federal government contracts * Ability to write technical sections of proposals to convey articulate presentation of our differentiators * Travel to customer or partner locations in support of BD-related efforts Knowledge, Skills and Abilities: * Must possess the ability to negotiate and influence at all levels * Must be a team player who communicates effectively through written and oral means to all levels, including Senior executives to Government Contracting officers * Ability to work in a fast-paced environment and be able to respond to changes in work direction * Must have knowledge of a variety of computer software applications in word processing, spreadsheets, database programs such as MSWord, Excel, Access, PowerPoint, MS Project, SharePoint and Outlook * Must possess a knowledge and understanding of the Business Development Lifecycle (identify, qualify, research, capture, proposal development), competitive research and analysis * Must be process-driven and be capable of managing the integration of automation to improve process efficiencies * Must be proficient with the use of business intelligence tools, provide analytics to support bid/no bid decisions and possess a demonstrated knowledge of the business development process. * Must have demonstrated knowledge of the government---s procurement processes and general understanding of the processes that support the capture of federal government contracts including marketing to the government buyer and leveraging the benefits of the Small Business Administration - Small Business Development program.---- * Present briefings to the executive team in a clear and concise manner supporting the business case Diversity: * Shows respect and sensitivity for cultural differences; Educates others on the value of diversity; Promotes a harassment-free environment; Builds a diverse workforce. -- Ethics: * Treats people with respect; Keeps commitments; Inspires the trust of others; Works with integrity and ethically; Upholds organizational values. -- Physical Demands: * The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
