Overview:
The Office of Children, Youth and Families (OCYF) within the Commonwealth of Pennsylvania's Client (Client) is seeking an experienced Business Analyst to support its ongoing IT system development and the transition to a new statewide Child Welfare Case Management System (CW CM). This role is critical during the phased migration from current legacy systems to the CW CM, expected to be completed in 2025.
Background:
We are working on the procurement of a statewide child welfare case management system. Until the transition is complete, the existing IT systems including CWIS, AFCARS data reporting, and the Title IV-E QA Invoicing System must continue to be supported and maintained.
Position Objectives:
The selected contractor will: Lead and support business analysis tasks across multiple OCYF initiatives.
Collaborate with subject matter experts to gather, analyze, and manage user requirements.
Support development and maintenance of legacy systems and ensure alignment with the new CW CM system.
Oversee system testing, defect tracking, documentation, and deployment support.


Responsibilities: Plan, prioritize, and manage multiple IT initiatives simultaneously.
Submit, track, and resolve system defects and change requests.
Ensure compliance with program office, state, and federal requirements.
Prepare and deliver regular project status reports.
Review and manage data quality issues and solutions.
Facilitate and support User Acceptance Testing (UAT).
Track progress against scope, budget, and timelines.
Engage and coordinate with key stakeholders, users, and technical teams.
Utilize Microsoft tools (Excel, Word, PowerPoint, Access, Outlook), Azure DevOps/TFS, Microsoft Test Manager.
Participate in meetings, workshops, and training sessions.
Provide support to business operations, including incident resolution via ServiceNow.
Travel as needed across Pennsylvania, including Harrisburg, Pittsburgh, Philadelphia, and Scranton.


Required Qualifications: 7+ years of experience in developing business, functional, and user requirements.
7+ years of experience with business analysis principles and practices.
In-depth understanding of the Software Development Life Cycle (SDLC) and UAT.
Strong verbal and written communication skills.
Effective interpersonal skills with the ability to engage diverse user groups.
Fluency in English, with clear telephone communication.


Preferred Qualifications: 2+ years of experience in Child Welfare or Human Services field.
Certification from the International Institute of Business Analysis (IIBA) or equivalent.
