Program Analyst Senior (Job Number:434905)Description:Job Description:- Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management.- Reviews status of projects and budgets; manages schedules and prepares status reports.- Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.- Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.- Responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract.- Responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met.Qualifications:TYPICAL EDUCATION AND EXPERIENCE: Bachelors and six (6) years or more of related experience; Masters and four (4) years or more experience; PhD and 0 years related experience, or relevant experience in lieu of degree.Required Education and Experience:- Bachelor's degree 6 years' experience in NRO and/or Intelligence Community, or relevant experience in lieu of degree.- Experience in the conduct of systems engineering activities across the full life-cycle, from concept development through transition to operations for integrated, multi-intelligence tools and technologies.- Experience in the alignment of organizational strategies, identifying potential issues/gaps and balancing those with prioritized programs/projects, and in the monitoring of acquisition cost, schedule and performance metrics to ensure accurate and timely deliveries.- Specific experience to include concept development, initial requirements establishment, cost refinement, technical feasibility, architecture development, and mission utility analysis, executed following formal systems engineering waterfall and agile methodologies.- Experience in the analysis and promotion of developmental national system capabilities and in the integration of resulting technologies, applications and products into warfighter planning and operations.- Experience in the review and analysis/evaluation of Request for Changes (RFC's), in the production of training and resource documents; and development of Concept of Operation (CONOPS).- Expertise should also include defining work-processes and workflows, identification of optimization methods, and risk identification and mitigation, and test and verification development and execution.- Experience to include acquisition support, and specifically providing acquisition guidance and acquisition planning, drafting of RFP documentation, the development of Statements of Work (SOW), the development of evaluation criteria, and budget and cost analysis and estimation, estimates and aligning technical, financial, and contractual aspects in order to ensure that program's requirements, cost, and schedule are met successfully.Desired Education and Experience:- Master's degree 9 years' experience in NRO and/or Intelligence Community Agile Project Management PMPClearance Requirement:- Must currently possess a TS/SCI and be able to obtain a TS/SCI with Polygraph.SAIC Overview:SAIC is a premier technology integrator providing full life cycle services and solutions in the technical, engineering, intelligence, and enterprise information technology markets.
